Correct me if I am wrong. There is a difference between the terms controller and owner? Referring to the text of Penguin Soldier:

You can return up to 2 Monster Cards from the field to the owner's hand.

Scenario:
Player A has a face down Penguin Soldier.
Player B has a face down Goblin Attack Force which he gained control of by Snatch Steal then Book of Moon.
Player B flip summons Goblin and attacks face down card of player A.
Player A elects to return Goblin.
It will go to player A's hand.

Is this correct?
 
Yes it will go to Player A's hand.

The card "controller" is the person who currently has the card on that player's side of the field.

The card "owner" is the person who brought that card to the duel.
 
Yes, GAF will go back to Player A because he/she is the owner of the GAF.

Owner: The real owner of the card.
Controller: The one who is currently controlling the monster.
 
Yes that is correct. Any time a card goes back to the hand, deck, fusion deck, or graveyard it always goes back to the owner.

The owner of the card is the person whose deck originally contained the card. The Controller is the person that is currently controling it.
