Certainly you can chain Divine Wrath to the activation of The Creator's effect.

Yes you can safely special summon Spirit Reaper with The Creator's effect. Spirit Reaper would be targeted in the graveyard, not on the field.

I'm so happy Divine Wrath came out, really helped balance out some of these awesome effects. Wish we had that baby when CED was blowing up chunks of our life points away.
