The Light - Hex-Sealed Fusion

I want to ask a question :

As I know the effect of all the Hex monsters apply when they are on the field and not when they are in your hand or graveyard , that is why for e.g. when you have a face up Lord Lord of D. and a The Dark - Hex-Sealed Fusion in your graveyard you cannot use Dragons Mirror to bring out King Dragun.

Is this correct ?

This is false. The substitute part is always active, wherever the card is.

So you can use Dragon's Mirror to summon King Dragun
 
so if i have just summoned proto- cyberdragon and i have the light hex sealed fusion and power bond in my hand i can use power bond to summon cyber twin??????

That should be perfectly fine, Proto-Cyber Dragon would be considered as Cyber Dragon and the Light Hex can be used as a fusion substitute for the effect of Power Bond.

Summoning Cyber Twin Dragon with Power Bond is considered a Fusion Summon. You cannot use Fusion Subs to perform a Fusion Summon with Cyber Twin Dragon, as his text is very clear that ONLY Cyber Dragon's can be used for a Fusion Summon. Only Proto-Cyber Dragon would be legal in this scenario.

My question is why are you using Power Bond when the effect of The Light - Hex-Sealed Fusion allows you to use Proto-Cyber Dragon to summon Cyber Twin Dragon? If Light Hex is on the field with Proto-Cyber Dragon you can use Light Hex's effect to summon Cyber Twin Dragon. If you were to have two Protos on the field with Light Hex, you could summon Cyber End Dragon. Power Bond would give you the boost but only if you used Cyber Dragons to summon Twin as the requirements for Power Bond are explicit in it's text for Fusion Summoning.
 
because i dont have anything to give me a second summon for that turn....works great to special cyber dragon then normal summon the light hex . but with out ultimate offering , or a hex in grave with call set .... or hex on field with proto in grave -- well, whatever, not a lot of ways around that one normal summon perturn thing....waiting for a combo while lifepoints dwindle is easy - finding ways around is the fun...i'v had ultimate offering out and summoned 2 cyber twins on one turn ... once...how to increase reliability - thats the thing....loosing last will hurts...angel>proto or hex graceful gone...cyber phoenix / dekoichi help....morphing too...still a crapshoot
