Could I use this if all my characters don't have willpower or willpower of 0, to search for a character that has no willpower? I want to use it in my brotherhood deck as a tutor....

Yes you could use it with characters that have no willpower, since a character with no willpower listed is understood to have a 0 willpower.

But that means if you had no willpower but 0 on the field that you'd have to search your deck for a character with a 0 cost (read the card again, it's not with equal to or less willpower, it's with an equal to or less cost).
