" You can activate "Threatening Roar" in response to an attack, but the attack has already been declared so it will resolve normally. After that, your opponent cannot attack for the rest of the turn. "

Ths means that, if my opponent has already declared an attack (and has choosen attacking monster and attack target), the activation of this card wont' stop the attack itself, but prevents my opponent to declare other attacks during this turn.

But can I activate this card during the start step of the battle phase, stopping the attack? My opponent can choose attacking monster and attack target only in battle step, if I activate my trap during the start step he won't be able to officially "declare" the attack...

And can I activate this trap when my opponets decides to enter in battle phase, but still in main pahse 1 (when he passes priority to me)?
 
Entering the Battle Phase does not automatically mean an attack is officially declared. Your opponent must still declare a monster to attack with and a target to be attacked.

Entering the Battle Step, both players can still activate a Quick-Play or Trap. If you choose to activate Threatening Roar, then your opponent may not declare an attack with any further monsters, but he may still continue through the Battle Phase with the selected monster, to include attacking. After which, he may still activate effects as long as they do not involve attacking with the remaining monsters.

As long as Threatening Roar is activated and not negated before the actual declaration of attack, it will prevent your opponent from declaring an attack UNDER NORMAL CONDITIONS (not using a "certain monster" who is immune to Trap Cards...).
 
also don't forget that your opponent can't enter his Battle Phase without you agreeing, so you can just activate it when he wants to end his Main Phase 1.
