Can it be chained to prevent the special summon of any of the dark wolrd monsters?

Can it be chained to the Special Summon of a monster like Gigantes who needs an Earth monster removed from play? Like if I only have one Earth monster in my GY and I play Gigantes and goto my GY to remove the Earth monster and the opponent flips his Transmigration Prophecy to remove my sole Earth monster from play before I can do it...
That is not possible because the cost to Special Summon "Gigantes" is to remove that Earth monster from play. By the time your opponent ever gets the chance to respond to your Summon, that Earth monster has already been removed from the Graveyard.
This is why you need to make sure you play the cards correctly. You should remove the monster from play first and then put "Gigantes" on the field.

Also, the reason I actually asked this question is that it came up in an online duel when I was summoning Megarock Dragon and the person targeted 2 Rock monsters so that his ATK would be 1400 less. I questioned him about being able to activate Transmigration Propehcy in this situation since it didn't seem right but had to take his word for it since I had never played Transmigration Prophecy before.
