Tribute Doll and Non-Spellcasting Area

Don't know how many times I've posted this to the judgelist and not gotten an answer so...

If the monster you Special Summon by the effect of Tribute Doll is a Normal Monster (Like Dark Magician) and you have Non-Spellcasting area face-up on the field, can that monster attack that turn?

What about if you activate Non-Spellcasting Area later? (I'd say no to that one)
 
1.yes because if a card like horus LV6 is unnafected by spell cards and can attack even if swords of revealing light is on the opponents field.
2.no
 
When you activate Spell-Casting Area will make no differenece.

As for the first question i'm leaning to "NO" as it looks like a condition of Tribute Doll. (However, some things that look like conditions end up being effects:

"If you Special Summon a monster with "Tribute Doll", you cannot activate "Diffusion Wave-Motion" on that monster because it cannot attack that turn due to "Tribute Doll"'s effect . However, you can use "Diffusion Wave-Motion" on the monster during your next turn."

Of course this may be quoting out of context. Either way the answer to your second question is that it makes no difference when you activate non-spellcasting area.
 
This goes back to the Burst Stream of Destruction vs. Inferno Fire Blast question. Tribute Doll specifies a condition that the summoned monster can not attack. Non-Spellcasting area does not remove such conditions.

But how do you know its a condition like Inferno fire blast, and not an effect like Burst Steam of Destruction?
 
The reason we have been given that Inferno Fire Blast is a condition and Burst Stream of Destruction isn't is that Inferno Fire Blast actually "Targets" the Red-Eyes Black Dragon (also why you can't activate Inferno Fire Blast if Non-Spellcasting area is active on the field). Burst Stream is not "Targeting" a Blue-Eyes but simply needs one or more on the field in order to be activated. Thus by extrapolation since no one would have any doubt that Tribute Doll is a Targeting effect (it is Targeting the monster it is summoning to the field) it is obviously a condition.
 
Okay "specifying" would be a better term for this type of thing. The card is placing a condition on a specific monster on the field. Burst Stream is making a general effect that monsters named Blue-Eyes White Dragon can't attack the round it is used. Non-Spellcasting area allows the Blue-Eyes to ignore that because it is a simple "effect" on the field (kind of like the effect of a field card). In contrast Inferno Fire Blast actually chooses a Red-Eyes Black Dragon and tells it "You can not attack". Bait doll tells the monster it summons "You can not attack" thus Non-Spellcasting area will not allow that summoned monster to ignore that condition.
