Yes. You do not have to Special Summon either of these monsters by the effect of their lower LV's, and they can still fulfill their effects to Special Summon the next higher LV Monster as well, even though they themselves were not summoned by the lower effect.
 
Keep in mind that will only work for the LV Monsters that do not have Special Summoning restrictions. For example, Armed Dragon LV7 says "This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by the effect of "Armed Dragon LV5". which means that the only way to summon him at all is through the effect of Armed Dragon LV5.

However, as masterwoo0 and EmeraldDragon pointed out, Armed Dragon LV5 can still be Normal Summoned by tributing a monster, or Special Summoned by the effect of Armed Dragon LV3 and via monster recursion such as Call of the Haunted and Premature Burial.
 
And that is really the important part in Jathro's first paragraph there. Monsters that cannot be Normal Summoned will say so in their text with the exception of Fusions and Rituals. There's really nothing for your friend to argue about, since there is nothing in Armed Dragon LV5's text that says he can't be Normal Summoned. Monsters can be Normal Summoned by default. They need a restriction in their text to prevent that.
