player A: Tribute summons celestia, lightsworn angel. calls turn player priorty and pays the cost of celestia to mill four. wulf is milled

player B: responds to the summon of celestia with torrential tribute.

Answer 1

"Dandylion"'s effect is not optional - it doesn't have the words "you can" in it. After "Judgment Dragon"'s effect has resolved, "Dandylion"'s effect will start a new chain. When its effect resolves, the two Fluff Tokens will be Summoned.


Answer 2

You activate "Celestia, Lightsworn Angel"'s effect and send 4 cards to the Graveyard (including "Wulf, Lightsworn Beast"; you also target 1/2 cards to be destroyed). "Torrential Tribute" is chained, and then the chain resolves. "Torrential Tribute" destroys all monsters on the field, then "Celestia, Lightsworn Angel"'s effect resolves as much as possible.

"Wulf, Lightsworn Beast" then starts a new chain, because it is not an optional effect (and thus doesn't miss its timing), When it resolves, it will Summon itself.
