Let's say Armed Dragon LV5 is affected by Grave Lure. Can you Summon him by LV3 effect ?

I'd assume so, since if you summoned you would never draw it so it can't be sent to the graveyard but I could be wrong

That is correct. It would be similar to Pharaoh's Treasure. It is still your card, so you still have access to it. As long as it isn't drawn, nothing else weird will happen with it.
