Wave Motion Cannon and Silent Lv5

Hi..

01 - If i have a Silent Swordsman LV5, and attack my opponent directly, during my next stand by phase I can send my silent Lv 5 to special summon a silent LV7 or I Have to send it??? Even i don't have a Silent Lv7 on hand or deck i need send it??

02 - If i have a Wave Motion Cannon activated, and the opponent summon a horus Lv8, on my turn when i activate the effect of Wave motion to send it from the field to graveyard, my opponent can chain to these effect?? or these is a cost??

First one, If there is no level 7 then no, because its going away to bring it out, if there is no monster to fulfill the 2nd part and come out, then he shouldnt leave.

2nd, what? If you're asking that if you play wave motion and lv 8 is out then it can be negated but if its been out then no, he negates activation, not the effect after its been out. But if ur asking if he summons it out during YOUR turn, thats not possible from what I can see, he cant be special summoned or anything except by effect or that normal spell Level Modulation I think thats the name....either way, how else would it come out?
 
The Question is:

If my opponent have a Horus LV8 on the field and i activate a Wave Motion cannon.. my opponent can chain to my activation and negate and destroy it..

BUT if i have my wave motion cannon activated with 02 counters, and then my opponent special summon a horus LV8 to field.. If i activate the effect of wave motion to send the counters to the graveyard to inflict damage to life points of my opponent, Can he chain to these effect and destroy my wave motion???

oh okay, the first one he can negate, but If it has been on the field before its been actually summoned then no it cannot be negated, its been activated so Horus cannot use its effect to stop it

Whether there is or is not a Silent Swordsman LV7 in your hand or deck has no bearing on whether a Silent Swordsman LV5 who has fulfilled his condition can tribute itself to attempt to summon him. If you do not have the proper Level monster available after you have leveled up it follows the same rulings as other monsters with these tribute to summon another monster from the deck effects:

If there is no "Dark Magician" in your hand/Deck/Graveyard you can still activate this effect but your opponent can verify the contents to make certain, and then the effect Disappears.

You sent Silent Swordsman LV5 to the grave as the cost to activate his effect. The effect may Disappear if you don't have Silent Swordsman LV7 available to be summoned but that won't bring back Silent Swordsman LV5.

Also to answer the original question, you are never required to level up a level monster which has fulfilled it's condition. It is always optional.

Horus LV8 can only negate the activation of a magic or spell card while he is face up on the field. It cannot negate magic or spell cards that are already activated and face up on the field when LV8 is special summoned. Wave Motion Cannon would have to be destroyed by another spell, magic or trap card BEFORE it can be tributed and it's effect resolve during your turn.

Couple of things I think weren't mentioned. There will never be a situation where Horus the Black Flame Dragon LV8 will never be Special Summoned during an opponent's turn. Same for Wave-Motion Cannon, it can only be sent to the Graveyard during the controller's turn. So it won't be possible for him to summon Horus during your turn.

Second, Horus negates card activation. Not the effects of face-up fuly resolved Spell Cards. Wave-Motion's effect that inflicts damage, happens long after the card has resolved and cannot be chained to.

Third, I thought I should mention, Wave-Motion Cannon does not recieve counters in any way shape or form. So you don't send any counters to the Graveyard. You send the Wave-Motion Cannon to the Graveyard. When you do, it then counts the number of Standby Phases that have passed since it's intital activation and inflicts damage based on that.

I don''t see where you mention that Horus 8 can't be summoned on opponent's turn, that Wave-Motion's damage inflicting effect is unchainable or that Wave-Motion doesn't recieve counters. If you did, I apologize, but it appears those points where overlooked.
