What's confusing about it? You pay the cost of sending Exiled Force to the Graveyard to activate the effect. Since it's activating there, it's Anubisable.

Exiled Force doesn't HAVE to be in the graveyard to activate, it can be out of play and activate if Banisher of the Light is face-up

Well damn, something got amended a little while ago even before that e-mail since Exiled Force / The End of Anubis references were already yanked out of the Card Registry and RONIN (hence the FAQ as well) right now... so maybe it is being scaled down just a little after all.
That ruling under number 5 on Exiled Force is improperly written. Exiled Force doesn't activate in the Graveyard. You activate its ignition effect on the field (paying the cost of Tributing it). When the effect resolves, Skill Drain will see that the monster is not on the field and will not negate the effect.

and Exiled Force doesnt require to be in the graveyard in order to have its effect activated.
actually this puts a damper on alot of effect.
lets say i activate BLS effect and opponent has a Skill Drain, i can book my monster so its effect resolves with out the soldier being face up on the field.
this completly opens up new circles.

Moon it, Ring it, Doom it, IMT it, Device it, whatever... as long as the monster was no longer face up on the field, the effect would resolve even if Skill Drain was on the field.
