Why would he do that? He is already considered summoned when you activate Shrink. Summons don't have a Spell Speed or resolution. They are either successful, or negated, and in the case of King Tiger Wanghu, his effect becomes active at the point his summon is successful, so he would not destroy himself unless a Continuous Effect reducing his attack was already active upon his being summoned.
