Powerful = 3000ATK
Not too arcane = Many people know how to use it
Outside sources = Tributes
Deletion of which = Tributes again
 
It comes in threes... so Silent wouldn't be it I think. And neither does the XYZ I think, since it's power cannot grow by its own effect.

It takes 3 Monsters to Make XYZ Dragon Cannon, its power can grow with heavy mech's Just a guess.

Now that I look back at my hints, I realize how vague they have been. That's my bad.

What I've been saying is that it is not any sort of LV monster or part of some huge fusion monster. And as far as that goes, it isn't a fusion monster either. And yes, yes it is a monster. And personally, I think that it's so blatantly obvious and simple that most of you will kick yourselves when you know the answer. ;)

I come to you in sparkling threes. Or in normal language: a 3-star monster (I am in with Jathro with this)
Clout and immunity's my cup of tea. Immunity for the effects of all spell cards. Clout: on the image it is shown, that he is somewhere in the space.

Just how powerful I can be. With The Sanctuary in the Sky on the field, his attack and defense become as high as the positive difference between your and your opponent's Life Points.

Deletion of which is my bane. His powers depends on the difference between the Life Points, while he can get stronger when he 'deletes' the opponent's Life Points with his attacks.

Yes! Yes! VERY YES! :D

It is indeed The Agent of Force - Mars. You're also almost right on the dot with the logic, but let me go through it the way I thought it up:

Sparkling threes - 3 Stars. Stars sparkle.
Clout - Power, his ATK is infinite, Immunity - No spell can touch him.
Leave me be... - As long as the life point difference is happening, everytime he attacks he'll get stronger.

Let's not overthink... ...too arcane - This was actually there to tell you that it's a very simple card.
My power... ...is my bane - I was actually looking for two things: The Life Point difference and, mainly, The Sanctuary in the Sky. If that goes, Mars is toast. It's no fun to be on the recieving end of that, trust me.

So, very well done Benjamin MS. I'm proud of you. :D Your turn.
