If you just started playing, get Dark Beginnings and Dark Revelations, as they contain cards from many older, out-of-print sets and many of the better cards have lower rarities. Otherwise, buy packs that have the most cards you're looking for. For example, don't buy LOB packs if you're trying to build a Spirit monster deck.
 
depends on what type of cards u are looking for. for example if ur looking for chaos cards u would get IOC

in general...for me...probably MFC....and DB2 (or will be)...

**whether or not anyone cares I won't be posting for a while...got ditched by my fiance and seeing as she got me into YGO...it's put me off just a wheeee bit lol...so yeah...if anyone were to wonder thats why I'll dissapear for a while**
 
In this order;

DCR
IOC
DB1
MFC
------
LOB
PGD
LOD
------
LON
SRL
MRD
PSV

The cards in the top bracket contain a high amount of good cards, so you have a good chance of hitting something decent. DCR has VL, Shinato, Mudora, Great Maju Garzett, DDWL, Reflect Bounder, The Archfiends, Dark Master Zorc... IOC has the Chaos Monsters, Daedalus, Dark Mirror Force and some great commons... DB1 is obvious, MFC has Exiled Force, the XYZ pieces, Dark Paladin, Dark Magician Girl etc...

2nd bracket; These boosters have good cards, but not that many. LOB has some awesome cards, Exodia, Swords, Raigeki, but the chance of you hitting one is not great. PGD and LOD have good cards but again,chance of getting something good is aver.

I think these 4 series suck. There is virtually nothing in any of them that I want. Mirror Force and Jinzo are awesome, but good luck getting them from a booster.
 
I'd have to say the best sets out there are IOC and LOD, with MFC and DCR close behind. If you look at the cards played now, almost all of them come from those four sets, so they gotta be good. However, my favorite set is LOD due to the fact it gave us the ever powerful and very lovable Dark Ruler Ha Des.

I would add any of the reprint sets for pure economic value, more cards for less money with the same odds at rares, supers ... etc; I may put IOC ahead of LOD just for the chance to get a CED or BLS.
 
Best sets are the reprints. The newer expansions seem to be more geared to specific deck themes like E-Heroes, Crystal Beast, D-Heroes, and Cyber Dragon Decks. The reprint cards are always the cheapest and easy to obtain.
