if you are negating the summons itself, then the monster is not considered to have been successfully summoned. That being the case, the effect of such a monster, whether it be Wildheart, Tenkabito Shien, or Jinzo, is not yet active on the field.. So....yes.

Both of those cards only work for the controller of their effects. They arent blanket effects that can be used by both players.
