Well, Royal Decree negates all trap cards on the field, so yes it would negate Skill Drain.

I have a simple question: I have only one monster on the field (opponent has none). I summon HoN and use her effect. Can opponent chain Torrential? I was thinking that he cannot because there is no monster on the field after I tribute HoN and my other monster.

I would say it's the same as with Spell Absorption. If the Spell gets negated, it's like it never happend so you don't get LP boost. What you need is an activation of spell in both cases. But Solemn negates activation so it's like it never happend.
