Horn of Heaven Vs monsters special summoned by other monster's effects

I was just wondering if you could use Horn of Heaven to negate the summon of a monster that was special summoned by the effect of another monster for example Shinning Angel. Any help on this would be appreacated. Thanks.

But according to the rulings you can't even attempt to try and activate a card that Special Summons a monster. (ones that have additional effects not withstanding) So Monster Reborn cannot even be activated while Jowgen is on the field much less resolve improperly.

In the example I was mentioning, Jowgen was not on the field when Monster Reborn was activated, however, after call was activated in responce, Jowgen appeared on the field (brought back by call) before Monster Reborn resolves, but after it was activated.

Activation requirements still exist, so Jowgen will prevent the activation of any of these effects.

However, we are talking about Jowgen being Special Summoned with an already activated Monster Reborn.

Monster Reborn is a hard example to use here.
