Yes, that WOULD explain why I used the word "dispute" in response to a post about a "dispute" in the rulings.

Being at home, I looked up the Japanese ruling.
◇このカードはフィールド上に裏側守備表示モンスターが無くても発動可能です。

Unless I'm reading it wrong, it doesn't need a face-down monster. Nothing about effect monsters.
 
The funny part is that the ruling makes no mention of a face-up Effect Monster being required in the case of no face-down.

It just says that you can activate Ceasefire even if there is no face-down monster.

Completely open ended.

Seriously why are we blamming it, I mean I do not know anyone that would seriously run that thing...but I guess someone in the world has to for them to be so serious on it.
 
Now let's sit back and watch as this very long letter is only read by a few, glanced over by a few more and passed on by word of mouth to everybody else (I know some players who don't bother reading card effects if the text looks too long.) Then watch the threads pop up with questions like: "So what about this new ruling that says when you play Pole Position all your Equip Spell Cards will be destroyed?" or "Can I Play Pole Position to destroy my opponent's United We Stand?"
