Kevin Tewart at Upper Deck Entertainment was kind enough to answer a few questions about the upcoming Forbidden and Restriction list coming in September.
Question: Is the September 1, 2006 a world-wide list?
Answer: Yes, the list MUST be world-wide. Shueisha is most insistent on that. The trick was to get them to cater to OUR needs this time, instead of just Japan's needs. And we succeeded in that.

Question: What do you have to say behind UDE's philosophy has always been to have a shorter list overall (forbidden + limited + semi-limited) by increasing the ## of forbidden cards.
Answer: Yep, we stand by that.
We want Butterfly Dagger errata'd & off the list.
We want Time Seal off the list.
We want Lily off the list.
We want all the Exodia limbs (but not the head) off the list.
We want Mage Power off the list.
We want Mask of Darkness off the list.
We want Metamorphosis off the list.
We want Reckless Greed off the list.
We want Apprentice Magician off the list.
We want DDV off the list.
Guess what? Konami & Shueisha don't agree. And they call the shots. I don't like it either, but that's the way the world works.
We DID get 4 cards off the list this time, and got 2 more migrated to semi-limited. (And hopefully on their way off the list entirely.)
And we got the most-complained about cards (Chaos Sorcerer, Spirit Reaper) dealt with.
I think that's a victory. Sorry if you don't agree.
Question: Had they done the reverse, and put Overload Fusion at 1 and left Future Fusion at 3, you would have limited the OTK capability even further.
Answer: We also argued that Overload Fusion was the key and should be limited instead of Future Fusion. But Konami didn't agree.
And, well, they DO have more experience with these cards than we do.

Question: Why was Ring of Destruction and Exiled Force have taken a less limited state while Reaper was limited to one?
Wouldn't these cards perfectly counter Spirit Reaper?
Answer: Because Spirit Reaper is just annoying. It's indestructible in battle and has a Don Zaloog effect. I think it's better than Marshmallown, and they limited Marshmallown in Japan, so why shouldn't Reaper be limited?
The game is about monsters fighting. A big monster that can't be killed because it's ginormous is one thing. A little monster that can't be killed just because its text says so.... well, that's just kind of silly, don't you think?
Ring of Destruction is back for a couple reasons. First, because cards DO come off the Forbidden List.
Takahashi HATES the idea of having cards that are banned forever. He refuses to allow that in his game. Cards do and will come off. The forbidden list does change. That's a fact of life.
Second, Ring of Destruction is a nice counter to some of the OTK's that might otherwise be a problem.
