Thousand-Eyes Restrict

Please give me an exaple of the correct use of Thousand-Eyes Restrict.....

Like:
SCENARIO
Player A no monster on the field
Player B 2 face-up monster
Player A turn. Summon T-ER
 
Mmmm.....

SCENARIO
Player A has 2 Scapegot on the field
Player B has 2 face-up monster and 1 face-down monster
Its Player A turn.
Player A uses Metamorphosis on Scapegot 1 and Special Summon Thousand-Eyes Restrict, select 1 of opponent's face-up monster (select the monster with higher atk). The other opponent's monsters cannot change battle position.
Player A attack face-down moster and destroy it, then finish.
Player B summon another monster with great atk. This new monster can attack T-HR???
 
With Thousand-Eyes Restrict my monster can't attack too right?

And about the monster selection.
Player B has 2 monster
Player A summon T-HR select a moster. Not attack
Player B turn, do nothing
Player A turn. Can Player A select a different monster or can select only when the monster previously equipped is destroyed.

In addition....
the monster equipped to T-ER stay on opponent's field or go on trap/spell field zone of T-ER owner because treated like an equip card??

Thousand Eyes Restrict (or Relinquished for that matter) may not be absorb another monster until the first one it absorbed is destroyed or un-equip. (sent back to the owners hand with Giant Trunade)

TER absorbs the monster and it becomes an equip. on the side of the field of TER and is placed in that S/T zone.
