Thousand-Eyes Restrict

Please give me an exaple of the correct use of Thousand-Eyes Restrict.....

Like:
SCENARIO
Player A no monster on the field
Player B 2 face-up monster
Player A turn. Summon T-ER

I'm not sure what you mean exactly. Are you refering to the Turn Player's priority to use Thousand-Eyes Restrict's effect?

SCENARIO
Player A has 2 Scapegot on the field
Player B has 2 face-up monster and 1 face-down monster
Its Player A turn.
Player A uses Metamorphosis on Scapegot 1 and Special Summon Thousand-Eyes Restrict, select 1 of opponent's face-up monster (select the monster with higher atk). The other opponent's monsters cannot change battle position.
Player A attack face-down moster and destroy it, then finish.
Player B summon another monster with great atk. This new monster can attack T-HR???

Nope. The portion of Thousand-Eyes Restrict's effect that prevents attacks and prevents Battle Position changes is continuous.

then how destroy (If this card is destroyed as a result of battle, the equipped monster is destroyed instead) T-HR if monster can't attack. Only with magic and trap.

Thousand-Eyes can still be destroyed as a result of battle if Thousand-Eyes attacks a monster with higher or equal ATK.

If TER is face-up on the field only he can attack

Thousand Eyes Restrict (or Relinquished for that matter) may not be absorb another monster until the first one it absorbed is destroyed or un-equip. (sent back to the owners hand with Giant Trunade)

In addition....
the monster equipped to T-ER stay on opponent's field or go on trap/spell field zone of T-ER owner because treated like an equip card??

TER absorbs the monster and it becomes an equip. on the side of the field of TER and is placed in that S/T zone.
