You're being very insulting there, and I don't like it. Okay, Manga Ryu-Ran is considered to be the worst Toon monster (2200 ATK for a 2 Tribute monster), but the other two are still good Toon monsters. They're pretty much the most ATK power you can get for their respective number of Tributes.
I'm only going to analyse the Deck here and suggest which cards you should reconsider. I won't suggest many cards to add instead (and I certainly won't quote a definitive list of cards to consider), because I don't have that much dueling/deck building experience.
The 2 Manga Ryu-Rans should be reconsidered. At the least, replace them with 2 Toon Dark Magician Girls. They're easier to use than the old Toons, because of no Life Points payment and the ability to attack in the same turn it's Summoned (only downside is that it's weaker, but that's little of a problem).
Toon Alligator should be reconsidered. It doesn't add anything to the Deck.
Remove at least 1, preferably 2 Dian Keto the Cure Masters. There are better cards for the job (like the aforementioned Draining Shield, that also negates an attack and likely gives you more Life Points).
Sebek's Blessing can be useful, but if you're in a position to use it well (e.g. with a Blue-Eyes Toon Dragon), you don't really need to worry about your Life Points.
Both Spell Economics should be removed. They wouldn't help, and they take up space.
Sparks will do absolutely nothing. 200 Life Points makes no difference at all. Remove it.
Since this is a Toon Deck, why aren't there 3 Toon Worlds? Add another.
Robbin' Goblin is an interesting choice for this Deck. I'm not suggesting you throw it out here, but if you do want to use it then I suggest you make it more of a prominent theme. Also, if you have a solid team of Toons attacking, the opponent will run out of Life Points way before Robbin' Goblin becomes that useful.
For Skill Drain, see Robbin' Goblin. Nice twist, but if youo're going to use it, perhaps you should make it a prominent theme instead of a random addition to the Deck.
Get rid of a Toon Defense, possibly 2. 1 is really all you need, I should think.
1 Trap Hole? Many people nowadays use Bottomless Trap Hole, and more of them. Torrential Tribute might not be such a good idea in this Deck, since you want to keep your Toons out.
If you want suggestions for cards you should add, consider Reload, Mage Power, Mirror Force, Morphing Jar, Mystical Space Typhoon, Premature Burial, Pot of Avarice, Sangan, Spirit Reaper, Treeborn Frog, United We Stand (all from the Restricted List). They should help protect your Toons, power them up and let them attack without worries. By no means am I saying you should use them all, though; just consider which ones would work well in this Deck.
Also, think about which Toons you have, and in which amounts. Toon Gemini Elf is a good one, as is Toon Dark Magician Girl. For Blue-Eyes Toon Dragon and Toon Summoned Skull, it might be best to just leave them as they are.
