Well, I'm thinking of Umiiruka, Umiiruka or A Legendary Ocean; but those have already been guessed. Besides, he said monster. Maybe it's a card that deals with Umi?
Amphibious Bugroth MK-3?
Deepsea Warrior?
Mermaid Knight?
The Legendary Fisherman?
So...Aqua-Type? That's probably not what you meant, since the clue's too vague. Like saying a FIRE/Pyro monster. Oh well, back to random guesses.
The only other animal I can think of is bats, and there's no card like that.
Did anyone guess Elemental Hero Aqua Neos yet? Maybe Elemental Hero Mariner. You could propably come up with a logical explanation about how he uses "echolocation" to attack directly.

3 / 4 of a mixed rose, that is to say, of the four-part Revolution combo, although United Resistance is itself only one part, the name is general enough that it could apply to the three "People" parts. A revolution is something that can be given many names depending on political views. What is to me a revolution may be to you an act of justice and to someone else disruptive anarchy.
How this relates to the crowds comment is plain.
