nope its just one big tournament and all they do to find the highest ranked 13 and under is look at the over all standing at the end of the tournament unless one of the 13 and under kids makes it to top 8 then u know it'll be that kid and if there is 2 that r in the same place on the bracket...

well the way my local tournament does it is: top 8 all get the promo card not sure tournaments r 3 rounds of round robin then cut to top 8 for single elimination they charge $5 for the tournament yes no they also do a prize for the best 13 and under players hope this helps:)
