This is because you can use your Priority to activate an Iginition-Effect, Multi-Trigger and Spell/Traps Cards with spell speed 2 and 3.
If you don't use Priority you pass it to your opponent and he/she may than respond to the summons. Am I right or not ?

The chain need to resolve first you can't just in the middle of a chain, chain a card, or can you ?
