No, Lord of D.'s effect prevents this, so you cannot activate Shift at all of you don't have another target that isn't a Dragon-Type.Scenario 2. I have a face-up Lord of D. and a face-up Tyrant Dragon. My opponent targets my Lord of D. with Raigeki Break. Can I activate Shift to change the target of Raigeki Break to Tyrant Dragon?

Is Shift itself considered a targeted effect?
Or are you choosing the new "target" during resolution of Shift thus make it itself non-targeted?
