The rating cut off that you speak of is for Ratings Invites. You need either 10 PC points (which you get through PCQ's, 10K's, and previous PC's you may have played), or a rating of 2650+. For instance, I didn't have 10 PC points, but I did have a rating of 2650+ so I was qualified for this...
