Nah. If you've ever read up on the procedures for when time is called on a match, you'll know it's actually possible to win through stalling like heck. Two minutes can be a long time in a duel.
 
"If either player doesn't not do it"? In other words, they get punished for dancing.

Once per turn, during your Main Phase, you can move this face-up card on your side of the field to your empty Spell & Trap Card Zone in the same column as this card. (This card is then treated as a Continuous Spell Card.) When you do this, destroy all cards in the same column as this card. During the End Phase of the turn in which you use this effect, Special Summon this face-up card on your side of the field to your empty Monster Card Zone in the same column as this card in face-up Attack Position.



Like Michael Jackson, obviously. He does the Moonwalk into the space behind him, then throws his hat to destroy all opponent's cards directly in front of him.

Another possible card to make is a Metalmorph version. Think about it.
