    This is because, Dream Clown "is" the opponent's monster. So in this situation, the previous controller chooses which monster on the opponent's side of the field is to be destroyed, and Dream Clown itself can be targetted.

    Don't be too sure. Exiled Force is considered to be activated in the graveyard, but the Controller who manually activated the effect will control the effect. As for Sangan, Witch of the Black Forest, Pyramid Turtle, etc. are graveyard triggers, so the owner would get the effect.

    Jowgen the Spiritualist has a Continuous Effect, you aren't negating the summon, your just preventing Special Summon.
