I understand the frustration believe me. But it is actually easier to explain this than the "Exiled is a Graveyard effect" ruling. This is only an "unclear" ruling (go ahead and blame Konami's poor grasp of the English language), not an "outright incorrect explanation of game mechanic" ruling.
