You can but if you need to call a judge to determine a random discard, you are going to annoy the judge. While this is technically a valid choice, there is no reason that you and your opponent can not figure a random way to do it. Calling a judge over for something like this is a waste of game...

Due to the fact that FMC does not allow you double the effect if you equip it on your Spear Dragon, equipping it to your opponent's Spear dragon will not benefit you at all and only Spear Dragon's original effect will deal damage not FMC.

Actually that is not exactly what it means. What it means is that the card must be selected randomly. One common method of random discard is shuffling your hand and allowing your opponent to select a card.

Once it resolves, Final countdown puts a condition into play that at the end of the 20th turn you win. Conditions can not be negated and since it is on the game not a monster, it can't be reset either.
So As Fiction stated, once it resolves you can not stop Final Countdown.
